Larry Boggs of General Electric Presents USCAP Recommendations to Sustainable Cleveland

On Thursday August 23rd, Larry Boggs of General Electric presented the recommendations of the United States Climate Action Partnership, a coalition of 31 Fortune 500 companies and leading environmental groups.  These recommendations include a hard cap on carbon emissions, mandatory and economy wide participation, and a trading system for emissions credits.
